CSET World Language Subtest 4 Practice Test

Equally fluent in two languages is described as a balanced bilingual. A balanced bilingual has comparable proficiency in both languages across speaking, listening, reading, and writing, often because they grow up with both languages or use them across similar contexts and times. This contrasts with situations where one language is clearly stronger than the other or where bilingual use arises mainly from circumstance rather than steady, balanced practice.

Language competence is a broad term for overall linguistic ability, not specifically about two languages or equal fluency. Circumstantial bilingualism refers to learning and using a second language mainly because of the environment or situation, which often leads to uneven proficiency. Language achievement concerns how well someone performs or demonstrates skills in a language, not necessarily how balanced their ability is between two languages.
